Vietnam confirms first case of Avian Influenza patient

Mr. Ha Dinh Ngu, director of Preventative Medical centre in Thanh Hoa province (150 km south of Hanoi) announced an infected flu strain A H5N1 case in the province. This is the first patient confirmed with the deadly virus of bird flu in Vietnam year 2009.

Vietnam News Agency quoted Mr. Ngu saying that the patient is a girl of 8 years old, names Bui Thi Thao. She is still being hospitalized in the Central Hospital of Thanh Hoa province. She gained progress with the treatment in hospital now.

The little girl was found sick since Dec 27 last year and has been sent to the communal clinic, but there was no better result with the local treatment. Bui Thi Thao was transferred to Thanh Hoa Central hospital on Jan 2.

Vietnam News agency said, on the same day, her fluid sample was tested by National Institute of Hygiene and Epidemiology. Test result showed positive with H5N1.

Initial investigation showed within the patient family, there were totally 9 death chicken and aquatic birds, they have eaten 4 of the death birds.

According to by WTO in Vietnam until March 2008, there were 106 case of human infection of H5N1 avian influenza with 52 deaths confirmed. Local media said the country culled about 100 mln poultry, estimated loss by bird flu is about 4,000 trillion VND (USD 235 mln equivalent)./.

PetrolVietnam records excellent revenue for year 2008

PetrolVietnam exceeded its business plan for 2008. The Corporation announce today Dec 30 that, revenue of year 2008 reached 149.6% as planning at VND 280.05 trillion (USD 16.5 bln equivalent) account for 20% GDP of Vietnam.

PetrolVietnam recorded its revenue in 2008 increased by 31.2% compares to year 2007.

Among the revenue, export turnover is USD 11.15 bln, reach 146.7% annual plan, a rise of 26.7% to year 2007. Petrolvietnam export turnover accounts for over 18% of total export turnover of Vietnam this year.

Export turnover increased due to world oil price soared up in year 2007. The average crude oil price in 2008 was USD 102/ barrel. However, Mr. Dinh La Thang, PetrolVietnam Chairman has to acknowledge that the exploiting plan of crude oil has not reached the plan.

Crude oil and condensate volume is 15 mln tons, 93.8% as planning and only equivalent to 94.3% volume exploited in previous year 2007. Crude oil export has not reach the plan for year 2008 either.

Total export volume is 14.66 mln ton, 93.7% of plan for 2008 and accounted for 93.3% of year 2007 volume only.

PetrolVietnam also set a business plan for year 2009 with exploitation volume of 16 mln tons for both crude oil and condensate, export volume is scheduled at 11.68 mln. ton./.

Vietnam Airlines purchases more ATR 72 - 500s

Vietnam Airlines signed contract to day with French ATR (Toulouse, southern France base aircraft manufacturer) today for the purchase of 6 new airplanes ATR 72-500s, valued at over US$ 112 million.

Delivery schedule for the contract is short from June 2009 to Feb 2010. "It shows best efforts and commitment from ATR for its potential customers, who bares ambitious development strategy", said Mr. Pham Ngoc Minh, Vietnam Airlines CEO at the contract ceremony.

With these additional aircrafts, and including the existing 10 ATR 72 aircrafts in operation, Vietnam’s National flag carrier will expand its fleet of ATR 72-500s up to 14 aircrafts by 2010.

The previous contract purchase of Vietnam Airlines with ATR was in December, 2007 with 5 ATR 72 aircrafts. Until 2010, Vietnam will have the most crowded fleet of ATR 72 - 500s in ASEAN with 14 aircrafts.

The purchase contract, explained by Vietnam Airlines CEO Pham Ngoc Minh is to be "ready for the recovery of air travel market and regain its growth rate".

The ATR fleets will operate in short haul international routes to Laos: Vientiane and Luang Prabang and Cambodia: Siem Reap and Phnom Penh, in domestic routes from Ho Chi Minh city to Mekong delta provinces, Phu Quoc island, Con Dao Island, and from Hanoi to Northern mountainous provinces.

The National airline currently operates a young fleet of 50 modern aircraft and plans to expand its fleet to 104 and 150 aircraft by 2015 and 2020, respectively.

With the development program of renewal the fleet, the airlines expected after 2011, it will operate with new models aircrafts of Airbus A 321; Airbus A350 and Boeing 787./.

ODA pledged $ 5.014 bln to Vietnam for fiscal year 2009

Dec 5 - Vietnam is pledged with USD 5.014 bln ODA for fiscal year 2009, without commitment from Japan, the usual largest donor for Vietnam. Republic of France is temporary topping the list with USD 280.96 pledged for bilateral aid.

"It is regret that we miss pledging from Japan. If Japan commits their loans, the number would be over USD 6 bln", said Vietnamese Minister of Planning Investment.

Japanese Ambassador Mitsuo Sakaba, yesterday said Japan would not commit for new yen loans for the next fiscal year if there is no out come from joint committee work between Japan and Vietnam in investigation of the bribery case related to Japan ODA to Vietnam.

"Japan would like to urge the Vietnamese government to make continuous effort to prevent the recurrence of corruption", repeated Ambassador Sakaba this morning Dec 5 at governance and institutional reform meeting of the consultative group.

At his speech during the closing session of CG meeting in Hanoi on Dec 5, Minister Phuc expressed his thankful to Japan's statement that: "Vietnam is still Japan first partner in ODA donation. Japan has particular interest in Vietnamese large projects, specially highway projects."

"We hope that the two government will tightly working together to remove obstacles in Japanese ODA pledging to Vietnam", insisted Minister of Planning and Investment, citing the hope that he will meet up with Japanese Ambassador again "in the very near future, some day close to the beginning of the year 2009 to exchange the diplomatic note on Japanese ODA to Vietnam".

Minister Vo Hong Phuc emphasised with that hope, the ODA pledging for Vietnam in fiscal year 2009 will be much more than the recent committed figure.
The committed sum of USD 5.014 bln surprised the publics as world economic recession is effecting donors themselves. It show confidence from donors to Vietnam as the country strikes against difficulties.

Vietnam commits to Consultative Group for effectively using the aid, sharing information to donors and create more dialogs with donors. ODA disbursement in Vietnam is in ideal speech in the recent years.

For 3 years from 2006 to 2008, Vietnam disbursed USD 6 bln, planning for the next 2 years, there will be USD 5 bln be disbursed, raising total disbursement to USD 11 bln.

Last year, the pledged sum was USD 5.426 bln, a rise of 20% on year basis, also the highest record ever. The committed sum for 2009 is dropping by 8%, missing contribution from Japanese government.

Vietnam: good enough to start a business

Vietnam Business Forum opened today Dec 1 in Hanoi by WB, IFC in cooperation with Ministry of Planning and Investment of Vietnam. The forum discussed responses and challenges regarding business environment in Vietnam .

A Report on business environment sentiment survey 2008 was released showing opinions and perception about business environment in Vietnam from private business sector.

The survey was conducted by Secretariat of Vietnam Business Forum over 254 respondent enterprises, of which, 77% were domestic and 23% were foreign businesses in 3 major cities: Hanoi , Ho Chi Minh city and Can Tho city ( Mekong delta area).


Suggestion from respondents 1) Enhance legislative preparation (46%), 2) Prevent and control corruption (44%) ; 3) Remove unneccessary permits/ licenses (40%), 4) Improve education and training system (38%), 5) Enhance legislative implementation (37%), 6) Improve infrastructure (36%). The dim picture of global economy bring more negative appraisal from enterprises in Vietnam . "More respondents were pessimistic in ranking business environment in 2008: 30% rated 'poor', a rise from only 5.3% in 2007", said the survey.

A report from JBIC said, votes for Vietnam start to decline as " Vietnam stays unchanged in potential resources, but has a declining in attention to low cost labor force".

Raising labor cost is among top 5 issues found by JBIC: 1) Under development of infrastructure; 2) Difficulties in securing personnel in management level; 3) Rising labor costs; 4) Unclear operation of the legal system and 5) Difficulties in securing personnel in technique field.

FDI attraction in 2008 is mentioned as an optimistic signal for Vietnam business environment this year with almost USD 10 bln disbursed so far. Vietnam has plenty of encouraging factors to ensure its ability "to maintain both growth and stability in the face of significant concerns elsewhere in the world", said Mr. Alain Cany, Chairman of Eurocham.

There are over 150 representatives from foreign businesses and 100 from local businesses attending VBF with working groups discussing on Banking; Capital Markets; Infrastructure; Manufacturing and distribution; tourism; mining and Land issues./.
